221st Marine Expeditionary Brigade. Starfleet Marines unit headquartered on Deep Space 9. Elements of the 221st were sent with USS Gregory Corso to monitor the Cardassian Union against an alliance with the Kzinti Patriarchy. Others were sent with USS Achilles in support of Operation Beachhead.
A
Active Service Remuneration System (ASRS). Starfleet monetary body offering financial services and personnel accounts for active service members.
Administration Department. Starfleet department responsible for maintaining personnel records and processing general service issues. Maintains offices on every Starfleet base and station. The first and final point of contact for every Starfleet service member.
Affidavit of Collection of Personal Property. One of several legal forms Máthénwy Eidelwel had to fill out to take ownership of the SS Fawkes.
After Action Report. Official report assembled by the Executive's Office aboard all Federation military vessels following a concluded mission, an attack, or any other disruptive incident. An AAR was given to Eidelwel by Starfleet when she came to collect SS Fawkes, detailing the interdiction action that led to Mayterial Droz's arrest and incarceration.
Aldebaran Command. Also called SFALDCOM. Fifth Fleet Headquarters for Starfleet, located in orbit of Aldebaran III along the Alpha-Beta Quadrant axis. The Bambattes passed through SFALDCOM on their way to Lya Station Alpha.
Ardana. Federation member world in the Mu Leonis A system, located beyond the Delta Outposts in Klingon Empire space. Ardana has a segregated society. The upper class dwells in repulsor-technology cities above the lower atmosphere, while the lower classes inhabit subterranean communities in order to avoid toxic zenite dust exposure. The planet has limited traffic with the rest of the Federation, owing to its remoteness and to the fading necessity of its natural resources. Home to Mersiel Bambatte and Soodyani Abattan and their families.
Ardeshir, USS. Explorer assigned to the Eighth Fleet. A flag vessel. Jeremy Haskins briefly served here before resigning from Starfleet.
Ayries. Upper-caste Ardanans who dwell in anti-gravity-supported cloud cities (like Solas and Octeajn), above the toxic lower atmosphere. Ayries are descended from humans who came to Ardana in the late 21st century and opened the zenite mines; they generally avoid mixing their bloodlines with the Troglytes.
B
Baneppe. Bajoran chef. Occasionally hired by Atte Afsanjoori. Specializes in seafood. Was unavailable the night that Afsanjoori hosted a dinner party at the Calliper Club; his place was taken by Dria Freeman on very short notice.
Beys. Nausicaan male. Bodyguard of Ruhl. Killed by Flaxen during his job interview.
Bill of Lading. Document issued by a cargo carrier which details specific shipment of merchandise and gives title of that shipment to a specific party. An important document used in interplanetary trade to guarantee payment and receipt of merchandise. Anyone who wishes to do legal business carrying freight must be in a position to provide authentic bills of lading.
Boudreaux, Dempsey Jr. Human male. Struggling restaurateur on Regulon III. Boudreaux went AWOL as a Starfleet technician and worked as an accountant for an Orion Syndicate-backed mining subsidiary before washing up in Rose Weir as a chef. Ally of Zavor; helped him in Amaurot.
C
Calliper Club, The. A defunct DS9 dining club used in a bust-out scheme in 2375-77 by the Vernier Brothers of Aquarii 53. Now owned by the Central Bank of Lissepia. Used as a safe meeting place by agents of venture capitalist Hister Goteborg and their business associates. Rona Serkis was killed here. Dria Freeman was hired here to work as a spy for the DS9 smugglers.
Careers & Legal Services Department. Branch of Starfleet responsible for advising members on military service career opportunities and providing military legal assistance. Works closely with both Administration Department and JAG personnel. Owen Sileis worked for this department at DS9.
Central Bank of Lissepia, the. A powerful private monetary authority. Holding company for Lissepia VRS Properties. Hostile to the Ferengi Commerce Authority. Operates branch offices on Deep Space 9 (managed by Rona Serkis) and Regulon III. Associated with Hister Goteborg.
Cheyn, Lera. Security officer aboard SS Fawkes at the time of the Droz arms smuggling bust. Was carrying a knife in her boot at the time of her arrest. Sentenced to five years imprisonment at FCPF/117 for her participation in the Droz Affair, though she is due to be paroled within six months of Eidelwel's arrival at DS9. Billeted in quarters now used by Ysil Keren.
Command Property Control Unit. Department aboard Starfleet installations responsible for holding impounded property and keeping it secure. Máthénwy Eidelwel was required to get permission from CPCU before she could take SS Fawkes out of port at Deep Space Nine.
Commercial Ship Registration Transfer. One of several legal forms Máthénwy Eidelwel had to fill out to take ownership of the SS Fawkes.
Corfu, Orffe. Human fixer on Regulon III. Associated with Hiram and the Afsanjoori syndicate, she is tasked with finding Fawkes when it arrives in the system and with paying off Drusilla Creon. Works mostly out of Rose Weir, since she is anxious of the Second Wave. Hired Bendan Zavor to help determine whether the ship reached Regulon. Killed by Regulon security officers in the confrontation at the Savoy Bar.

Delta Outposts, the. A half-dozen Starfleet facilities, some little more than supply depots, posted along the Federation-Klingon border in the Beta Quadrant, just beyond the Briar Patch. Maintained by the Fourth Fleet. The Bambattes passed the Delta Outposts aboard SS Szabo on their way to Deep Space K-7 from Ardana
Deep Space K-7. A mid-sized Federation space station used by the Fourth Fleet as a sector headquarters for Starfleet operations encompassing Son'a Prime, the Briar Patch, and the Delta Outposts. The Bambattes briefly stopped here on the way to Lya Station Alpha; it was here he first heard about Máthénwy Eidelwel's engineering consultancy offer.

Electronic Export Information (EEI). Export declaration. Submitted via the Automated Export System to UFP Census Bureau for the compilation of inter-system trade and export statistics. Exporters may authorize their freight forwarder to file EEIs on their behalf. Some of Materiel Droz's EEI filings did not match up with UFP records.
Eidelwel, Lloyd. Maternal grandfather of Ryan Warner and Máthénwy Eidelwel. Father of Jennifer and Agnes Eidelwel. Lives on Utopia Colony, Mars.
Eidelwel-Warner, Jennifer. Ryan Warner's mother. Máthénwy Eidelwel's aunt. Died when Ryan was a child. Namesake of the SS Jennifer.
Eighth Fleet, The. Also known as Horizon Fleet or 'the Eighth'. Responsible for the maintenance of Federation security in a roughly rectangular expanse of the Alpha Quadrant, built upon an axis encompassing Izar, Starbase G-6, Iconia and Deep Space 4. Headquartered at Starbase 386, Horizon Fleet keeps watch on the Breen, Elyshans and Romulans. Haskins served in the Eighth aboard USS Ardeshir before separating from Starfleet.
Emergency Family and Medical Leave Act. Federation rule requiring public and private employers to offer extended leave to employees and service members in the event of personal emergency. Máthénwy Eidelwel applied for this on SB249 so she could have enough time to check out SS Fawkes.
F
Federal Correctional Penal Facility 117 (FCPF/117). Large Bajor Sector penal colony constructed on a Cardassian Union military station captured by the Federation during the Dominion War. Used to hold non-violent offenders from different systems of the Alpha Quadrant. Difficult to escape from. Selah Zanaz, Lucas McGee, Materiel Droz and Ghorbanifar were all past or present guests of this facility.
Federation Credit (FC). Basic monetary unit used by the Federation. Exists in electronic form only; must be converted to latinum for trade with non-Federation peoples. Approximate matching value to modern US dollar. The average annual salary for a three-year Starfleet ensign in 2388 was FC35000.
Federation Credit Union (FCU). Central bank responsible for balancing the personal and public accounts of most UFP member systems. Maintains lending rates, provides loans and other financial services. Bank branches may be found on most Federation-associated stations, including starbases.
Federation Zulu Time (FZT). The standard time dictated aboard Federation vessels and space facilities. Follows a 24-hour clock dictated by San Francisco time, where Starfleet is headquartered. Chronometers on Federation planets measure both the local/regional time zone, the planet's own Zulu time (accounting for the number of hours per day) and that of FZT. For example, it may be 2600 hours in Bajor's Saul City whilst it could be 1345 FZT.
Flaxen. Male Bolian mercenary. Born on a Klingon penal colony, he was too tough to make it in the Marines. Following a stint in prison hired by the Ferengi liquidator Ruhl to serve as a bodyguard. He killed Gnoll and Finraug, and had close shaves with Hiram and Hester Kim. Accompanied the crew to Regulon III and helped several of them escape arrest after the murder of the Commerce Authority delegation, but elected to set out with Jeremy Haskins to find another way off the planet.
Flight Deck Control. Flight Operations departmental section aboard Federation and Starfleet space facilities responsible for the interstitial transport of all goods and personnel to and from visiting ships. Also responsible for managing incoming and outgoing flights and assigning moorage rights to visiting ships.
Forrestal. Small-time smuggler working out of Deep Space Nine. Partnered with Gumgka. Recommended Lucas McGee to Ghorbanifar and his associates for illegal employment. Owner of the bar in Rose Weir where Bendan Zavor worked before being hired by Orffe Corfu to find Kronig.
Full Screw. Colloquial and sometimes derogatory term for the Starfleet rank of lieutenant. Mostly used by enlisted ranks to refer to such officers. It is believed that the term is coined from an expression claiming that you would need to have 'two screws loose' in order to earn promotion to that rank. Historically linked to the ancient Earth British army slang term for the rank of corporal.
G
Gavak. Tellarite air marshal who headed security on Olmenckislat's Purity, the Lissepian transport Zorian th'Vare used to travel from Kobliad to Deep Space Nine. Once a lieutenant in Starfleet. Alerted DS9 security to the Sask Rellon-'Mason' mystery and the possibility of a bomb threat aboard the station.
Gnoll. Antican enforcer working for Atte Afsanjoori, along with his pack-brothers Finraug and Uzz'rr. Helped Murane hire Lucas McGee to infiltrate SS Fawkes. Convinced that either Ysil Keren or Zanaz are federal informants. Part of the hit team that murdered Dria Freeman and attempted to murder Flaxen outside the diplomatic complex. Killed in the struggle, along with Finraug.
Gornan, Richard. Passenger aboard SS Fawkes at the time of the Droz arms smuggling bust. Secreted a Type-II phaser in his quarters, but it wasn't charged at the time of his arrest by Starfleet Marines. Mentioned in the After Action Report but not in the Droz court proceedings.
Gregory Corso, USS. A Luna-class fast frigate assigned to the Seventh Fleet. Eidelwel and Warner used this ship to travel to DS9 from SB249. It was destined for the Cardassian line to monitor against a military alliance with the Kzinti Patriarchy.
GSJS. Acronym for Graduate, Starfleet Judicial School. SJS is the military law school system that all naval officers are required to attend before being assigned to Starfleet Legal Services. Owen Sileis was one of these.
Gumgka. Small-time smuggler working out of Deep Space Nine. Partnered with Forrestal. Recently employed Lucas McGee and recommended him to Ghorbanifar and his associates for employment.
H
Haskins, Jeremy. Former Starfleet tactical officer who briefly considered joining Eidelwel and Warner on their journey to Deep Space 9. At the last minute he decided to return to Earth and manage his deceased parents' affairs, but then changed his mind again and joined the others a couple of days after they took possession of the ship. Traveled with the group to Regulon III, where he took his leave from Fawkes once and for all.
Hendricks, Bernard. Human male, mid-50s. Senior Supply Specialist for Western Deep Shaft Site 4 on Koralis III. An engineer with expertise in industrial replication and interstitial transport. Loaned to SS Fawkes by Prograde Services to assist in transporting refined pergium to the freighter's cargo holds. Traveled with them to Regulon III, where he was killed by local security forces.
Heywood, Peter. Registered owner of the SS Fawkes from 2376-2387. The first claimant to Fawkes following her disappearance in 2372. Allegedly a repatriated citizen of Farius Prime. No longer a Federation citizen. Filed cargo agent certification and SSA documents through Denobulan legal agents, with mortgage financing assistance from a Coridan-based corporation. Allegedly a passenger on a mining supply services ship that disappeared in the Alpha Quadrant in 2370; was in his mid-70s at the time. Has licensed several freighters since 2375. Starfleet Security attempted to investigate Heywood with very limited success. It is theorized that his identity is used as a front for the criminal organization that seized SS Fawkes from the Kaidan family in 2372.
Helaspont, the. A nebula used as a neutral zone by the Tzenkethi Alliance and the Federation. Historically used as cover by Tzenkethi raiding parties, as it is just beyond the jurisdiction of Seventh Fleet patrols out of Starbase 621.
I
Imhoff tank. Component of a four-stage septic drainage assembly. Murane told Lucas McGee that a piece of sticker tape adhered to the bottom of one of these in SS Fawkes compartment W410 would lead him to the network data needed to locate the hidden arms cache.
Indirect Space Carrier certification. System of safety documentation and governmental approval used by Starfleet Security to record and track independent freight carriers like SS Fawkes. Eidelwel needed to receive certification before SS would allow her to go into the freight business. She would also need cargo agent certification from the Interplanetary Space Transport Administration. Essentially a license to move legal cargo.
Inner Systems. The area of Alpha Quadrant space encompassing major Federation member systems including Sol, Vulcan, Tellar and Benzar.
J
Jennifer, SS. Kowazki-class freighter, owned and operated by the Warner family. Constructed at the L Ford Workshops in Massachusetts. No frills, and about half the length of a Groumal-class. Operates mostly in the Sol Sector. Ryan Warner grew up aboard this vessel.
K
Kaidan, David Vincent. Máthénwy Eidelwel's father. Disappeared early in the Dominion War; declared legally dead by the 707th Federal Circuit Court after an inquiry filed by the Ferengi Commerce Authority. Worked aboard SS Fawkes when it was still registered as SS De Groene Draeck. Was granted title to the ship by his uncle David Gregory Kaidan and Frederick van der Heuvel a few months before all three disappeared.
Kavapba. Lissepian female. Central Bank of Lissepia employee, replaced Rona Serkis as DS9 branch manager after Serkis was murdered at the Calliper Club party thrown by Afsanjoori. Connected with Hiram and Hister Goteborg.
Keren, Ysil. A 29-year-old Joined Trill, very experienced in computer networking, data security, identity theft and financial fraud. Banished from her society, she faced a long jail sentence in connection with a Kobliad smuggling ring. Infiltrated the Atte Afsanjoori smuggling ring. Forced to hide aboard SS Fawkes along with McGee and Zanaz. She was the last of the stowaways to be murdered by Drusilla Creon.
Kim, Hester. Changeling. Disguised itself as a human geologist at Prograde Services when the crew visited Koralis. Murdered Selah Zanaz and attempted to murder Flaxen after he mistook it for Dria Freeman. Was injured by Ryan Warner, and disguised itself as Ruhl's steward Agoh to slip aboard SS Fawkes on its visit to Regulon III. Once on Regulon Hester murdered Ruhl, Kronig and the rest of the Ferengi Commerce Authority trade delegation.
Kobliad. An inhabited system in the Bajor sector. Its natives require deuridium to survive, and sometimes operate smuggling rings to keep a steady and affordable supply. Ysil Keren was involved with a deuridium smuggling ring before being impressed into Starfleet Security's SS Fawkes arms smuggling scheme. Zorian th'Vare and Sask Rellon went from Kobliad to Deep Space Nine aboard Olmenckislat's Purity.
Koralis III. More information about this planet is available at the Obsidian Fleet Wiki Database. SS Fawkes traveled here from DS9 so that Ruhl could negotiate a trade deal with Prograde Services, an independent mining concern. The visitors were soon attacked and forced to flee, though not without losing Selah Zanaz. A changeling from Koralis slipped aboard Fawkes disguised as a Ferengi and murdered the FCA delegation on Regulon III.
Korma. A system in Cardassian Union space. Located near the Federation border. According to the Starfleet Security investigation, SS Fawkes may have been headed here at the time it was seized for smuggling.
Ferengi male. Procurement officer for the Ferengi Commerce Authority. Used by Liquidator Ruhl to oversee repairs and renovations to SS Fawkes and enlist civilian employees for these tasks. Also providing covert assistance to Laurent Kaiser's operation to offload arms from Fawkes. Hired Flaxen as a close protection officer but lost him to Ruhl. Sent ahead to Regulon to prepare for Ruhl's arrival; murdered there by the changeling Hester Kim.
L
Leysor. Nausicaan male. Bodyguard of Ruhl. Injured by Flaxen during his job interview.
Limited Duty Officer. A senior petty officer who has achieved enough expertise in a specific field to deserve an officer commission may be assigned by their CO to the Starfleet LDO program. Graduates receive the rank of lieutenant within their department. An LDO who resigns their commission recovers their enlisted rate. When Miles O'Brien served with the USS Enterprise, he was briefly a lieutenant in the LDO program.
Lissepia VRS Properties. A corporation owned by the Central Bank of Lissepia. Used to manage and mortgage seized (non-real estate) properties. Owners of Olmenckislat's Purity, the Lissepian transport used by Zorian th'Vare and Sask Rellon to travel from Kobliad to Deep Space 9. Currently in fierce competition with the Ferengi Commerce Authority over rechartering issues in the Bajor Sector. Commander Caton called this company 'a load of robber barons.'
Living Unit Six. The civilian quarters annex where Ryan Warner found accommodations for himself and Eidelwel during their stay on Deep Space Nine. A dump.
Loady. Slang term used in the freight industry in reference to a chartered cargo systems operator. Most workers in the industry begin their career in this role before moving on to a task requiring more specific skills. Loadies work on cargo bay control systems and monitor the input, output, storage and shipping of specific goods from a vessel or facility.
M
Maintenance Management. Department aboard Starfleet space stations responsible for the repair and outfitting of Starfleet vessels or those civilian vessels under Starfleet control. Máthénwy Eidelwel was required to get permission from them to take SS Fawkes out of moorage at Deep Space 9.
Marcus Aurelius, USS. Vikrant-class carrier assigned to Ninth Fleet. Máthénwy Eidelwel served with this ship before taking ownership of the Fawkes. Bambatte's last unit before retiring from Starfleet. At the time Eidelwel left, it was headed to the Kzinti front, but judging by how briefly the Kzinti conflict lasted, it probably didn't make it to the front in time to take part.
McGee, Lucas. Young ex-Starfleet tactical officer hired by Murane to infiltrate Fawkes. Unjustly convicted of participating in a black market arms deal, he spent an entire year in the same prison as Selah Zanaz before being vindicated. While McGee found temporary sanctuary aboard the freighter, he was soon murdered by Drusilla Creon.
Mons Graupius, USS. Ship attached to the Seventh Fleet. Led the interdiction action against SS Fawkes in 2387 that resulted in the capture of Materiel Droz, her crew, and a large illegal weapons seizure. Filed the After Action Report that Eidelwel received from Seventh Command Legal Services en route to DS9. Responsible for disabling Fawkes's shields and three battery emplacements.
Mosring, Tailus. Changeling. Disguised itself as a male Betazoid geologist in order to create and manage Prograde Services on Koralis. Mosring's was using the profits from the mines to build up a treasury large enough to fund a quadrant-wide search for others of its kind, including Founders in hiding. The Fawkes crew's discovery of its true nature forced it to take lethal measures to avoid public exposure, including murdering the entire staff of its hiring office on Regulon III.
Murane. Evora fixer working aboard Deep Space 9. Socially linked with Ghorbanifar and Hiram. Represented the Afsanjoori organization in dealings with Lucas McGee and Selah Zanaz. Partnered with Gnoll until his death. An employee of Atte Afsanjoori who normally reports to Laurent Kaiser. Suspects Ysil of being a security informant.
N
Ninth Fleet, the. Also known as Obsidian Fleet, SFOBSCOM and "the Ninth." Maintains Federation security along the far edge of the Romulan Neutral Zone. Founded around the ill-fated planet of Obsidian, where a colony has been established. Responsible for a wide patrol zone running from Deep Space 5 down to Starbase 24 on the edge of Klingon space. Gives aid the Romulan Empire following the destruction of the Hobus star. Ryan Warner once served as a lieutenant aboard USS Daedalus in the Ninth Fleet.
NVOCC and FISATA. Powerful non-governmental organizations (NGOs) representing nearly half a million freight forwarding and logistics companies across UFP space. Represent the freight forwarding industry before numerous governmental bodies, both in lobbying and technical consultation duties. Established uniform standard documents and rules of operation for freight forwarders across UFP space.
O
Olmenckislat's Purity. No-frills Lissepian transport ship. Ferried Zorian th'Vare and Sask Rellon to Deep Space Nine. This ship had a Tellarite air marshal named Gavak and a steward named Memling.
OOICA or Owner-Operator Independent Carrier Association. Influential membership trade organization for independent freight captains operating in UFP space. Provides advice, business contacts and emergency assistance to members. Publishes a quarterly journal. Essentially a lobbying arm for freight carriers in the UFP.
P
Personnel Support Detachment (PSD). Bureau of the Administration Department on Starfleet facilities. Responsible for the general welfare and quarters assignments of non-commissioned service members.
PTS thrust injector. Pyron Trytite Systems Thrust Injector. A military-designed compact engineering module that allows for a highly concentrated thermal output from ship thrusters. The module allows for more reactive rotational control in ship maneuvers and was specifically designed to give the user the upper hand in starship combat. The Fawkes has been found to have such a system installed.
R
Racemic lysine-histidine supplement. Vitamin supplement required by Ardanans when eating off-world. Bambatte taught Soodyani about these while they were waiting for transport on DSK-7.
Regulon III. Bajor Sector system, Not a member of the UFP, but maintains some trade relationships. A violent post-Maquis revolutionary movement called the Second Wave has been waging a bombing campaign against civil defense targets here. Sask Rellon spent a week on Regulon four months before traveling to Deep Space Nine. Ruhl demanded that Eidelwel take him to Regulon to negotiate an investment treaty with the authoritarian regime.
Rellon, Sask. Trill traveling from Kobliad to Deep Space 9. Identified by Hiram as a criminal, arrived at DS9 with legitimate papers indicating he was an engineer. Smuggled a remote explosive which later disappeared. Briefly held by Starfleet Security. May be tied to the Second Wave. Spent a week on Regulon months before traveling to Deep Space 9. Handed over to Kobliad Security by DS9 station security. Warned Drusilla Creon about the bomb.
Renezki, Paige. Recently retired Starfleet engineer. Friend of Mersiel Bambatte.
Reshk, Gamin. Cardassian parts merchant and inventor who works from a storage unit on DS9. Gamin has been affiliated with the Cardassian military, at least before the Dominion War, but his past remains sketchy. His goods and services come at a high price but are considered to be some of the best on this side of the quadrant. Ryan Warner once entered a deal with him to secure shuttle transport inhibitors but it ultimately fell through. Found Vedin Berek for Ysil Keren.
Robor Tekam. Deep Space 9 Security investigator. Bajoran male. Confronted Zorian th'Vare about the Mason-Sask Rellon affair soon after he boarded the station. Involved in getting Rellon aboard a Kobliad Security transport.
Ruhl. Liquidator for the Ferengi Commerce Authority, in charge of recovering monies from SS Fawkes. Part of a scheme to push the Central Bank of Lissepia out of the system. Unsuccessfully demanded that Eidelwel be responsible for covering the costs of renovating Fawkes. Offered to refinance David Kaidan's mortgage plan to help Eidelwel start her own freight business in exchange for transport to Regulon III. Traveled with Agoh, a steward, who was murdered and replaced by a disguised changeling from Koralis. Ruhl and his entire delegation were murdered on Regulon by this same creature.
S
SD Form 444. A Starfleet service record provided with discharge papers and separation documents.
Second Wave, the. A violent revolutionary political organization based on Regulon III. Their name alludes to their former ties to the Maquis and their continued commitment to basic Maquis ideals. Work for the overthrow of the speculator class in the system, including military and economic targets. Favor remote detonations. Commander Caton suggested to Zorian th'Vare that Sask Rellon may have delivered a wea\pon to the Second Wave several months before traveling to Deep Space 9.
Serkis, Rona. Branch manager for the Central Bank of Lissepia on DS9. Launders money from Hister Goteborg's investments in illegal arms sales. Ysil became involved with the Afsanjoori organization through her friendship with Serkis, and sometimes poses as a CBL employee as cover. Poisoned as an industrial spy by Hiram and Ghorbanifar.
Seventh Fleet, the. Also known as Golden Fleet and "the Seventh." Maintain Federation security in the region of the Alpha Quadrant bordering Cardassian space, the Badlands, and the Bajor Wormhole. Their area of responsibility encompasses a slim rectangular patrol zone from the Azati system to the Hellaspont Nebula and extends through Cardassian space out to Betazed. Deep Space 9 functions as Seventh Fleet Headquarters.
SFBAJCOM. Seventh Fleet Command headquarters for the Bajor Sector, based aboard Deep Space Nine.
Ship's Office. The Administration office on Starfleet vessels and stations that handles enlisted Personnel Support Detachment affairs. Enlisted members report to the Ship's Office to receive, among other things, temporary stateroom and quarters assignments. Commissioned officers' affairs are handled by the Captain's Office.
Signal Inhibitor. Device designed to prevent sensor readings from unfamiliar vessels. Inhibitors are expensive and difficult to source, but are desired by even legitimate cargo vessel skippers. The cheapest of these devices would typically block incoming scans whilst more expensive models would be capable of actually providing a false reading.
Simple Probate Intestate Estate Packet. One of several legal forms Máthénwy Eidelwel had to fill out to take ownership of the SS Fawkes.
Starbase 249. Stardock II-class Federation outpost with a Starfleet facility. Located on the Federation-Tzenkethi border near the Lamemda system, about twenty-five light years from Deep Space Nine. Relatively high traffic, but limited permanent population. Ryan Warner and Jeremy Haskins were both here when Máthénwy Eidelwel recruited them to join the Fawkes. Warner stayed here for some time following his resignation from Starfleet.
Starbase 315. Federation mixed-use facility near the Federation-Cardassian border. Lt. Cmdr. th'Zarath suggested to Zorian th'Vare that he head there instead of staying at Deep Space Nine, since it was safer and 'only a few days down the DMZ'.
Starbase 494. Starfleet facility constructed around a mixed-use shipyard. Located in orbit of Bardeezi VI, just within Federation space along the border with the Cardassian Union. USS Mons Graupius interdicted SS Fawkes just outside the station and seized the ship and cargo. 494 falls under the jurisdiction of Seventh Fleet Command and the 707th Federal District Court in the Bajor Sector, which is why the ship was moved to DS9 for Starfleet Security investigation.
Starfleet Discharge Review Board (SFDRB). Responsible for assigning Military Separation Codes (MSCs) to departing Starfleet service members. Jeremy Haskins was assigned MSC 545, 'Voluntary discharge, failure of selection for permanent promotion, commissioned officer.' Lucas McGee and Harper Drake were assigned MSC 500, 'Resignation, personal hardship.'
Starfleet Security. Also called SS. Primary law enforcement body for the Federation. Responsible for the investigation of serious interstate crimes committed within Federation member territories. They have earned a reputation for determination and, in some circles, corruption and vicious, underhanded behavior. Elements of Section 31 posing as SS investigators convinced Ysil Keren to infiltrate the Afsanjoori-Ghorbanifar-Droz arms recovery operation.
Station FDS-1060. Small, decrepit Federation waystation in orbit of Ardana's third moon. Mersiel Bambatte and Soodyani Abattan passed through it briefly, on their way to Lya Station Alpha.
Szabo, SS. Apollo-class Federation transport working the Beta Quadrant. Brought the Bambattes from Station FDS-1060 in the Mu Leonis A system to Deep Space K-7 on their way to Lya Station Alpha.
T
Tamm, Khaf. Human transporter technician. A native of the Cardassian DMZ, Tamm was used to a varied lifestyle. Along with Gali and Hendricks he came aboard Fawkes at Koralis III and traveled with the crew to Regulon III, but elected to leave the group after he and a few others discovered that the local Prograde Services staff had been murdered.
TDY. Military code for a Temporary Duty Assignment. McGee pretended to be on TDY attached to Seventh Command Administration in order to justify his interest in boarding SS Fawkes.
T'Janikel, SS. Aging T'pau-class prison transport attached to FCPF/117. Ferried Selah Zanaz and Ghorbanifar to Deep Space 9.
Tho, Hiyas. Bajoran tailor on Deep Space Nine who altered Starfleet uniform for Selah Zanaz. May or may not be romantically engaged with Lucas McGee. Arrested for hiding stolen Starfleet property; unknown whether she cooperated with base security.
Trivas. A system in Cardassian Union space, located near the Federation border. According to the Starfleet Security investigation, SS Fawkes may have been headed here at the time it was seized for smuggling.
Trytan, L. D. An early 24th Century sculptor and religious philosopher. Died in 2358. Famous for his obelisks and a quote: "Get closer to God and not rejecting the Truth." One of his obelisks was in the Starbase 249 Promenade. Ryan Warner used to go there to be alone.
U
UFIT System Vessel documentation. One of several legal forms Máthénwy Eidelwel had to fill out to take ownership of the SS Fawkes.
UFP Systems Services Agency. Large federal agency responsible for the management of intersystem trade treaties and freight law, civilian vessel registration and records, and contract and private carrier documentation and regulations. Works closely with Starfleet Security and the Interplanetary Space Transport Administration.
Utopia Colony. Ages-old Federation colony located on Mars. Máthénwy Eidelwel grew up here, near her grandfather Lloyd's family, from the time she was in secondary school. She was living here when she met Ryan Warner, her cousin on her mother's side.
V
Vanh'outten. Ferengi male. Worked for Ruhl's trade delegation. Killed in the Second Wave attack on the train taking him and Bendan Zavor to Rose Weir.
Vessel Condition Report. An engineering summary, required by law during any transfer of vessel ownership. Máthénwy Eidelwel was provided with one of these by Seventh Fleet Command Legal Services when she took over SS Fawkes.

Warner, Christian. Ryan Warner's younger brother, sometimes called Chris. Works on the SS Jennifer.
Warner, Houston. Ryan Warner's father. Captain of the cargo freighter SS Jennifer.
Welt, Conrad. A Starbase 249 dockworker who picked a fight with Ryan Warner in a station bar.
Z
Zanaz, Selah. Betazoid scam artist and street hustler trying to put her life back together after a two-year stint in a Federation penitentiary. Along with McGee and Keren, sought refuge aboard SS Fawkes, but was convinced that staying aboard was too dangerous after McGee's murder. Agreed to leave at Koralis III, but was murdered there by the Prograde geologist Hester Kim when she detected the changeling identities of the company management.
Zenite. Mineral ore common to Ardana. Useful for treating plant diseases and fungal infections, it is mostly synthesized in the late century. Mined by the lower caste. Short-term exposure results in adverse neurological effects; long-term effects alleged to include brain damage, respiratory disease, cancer.
A
Active Service Remuneration System (ASRS). Starfleet monetary body offering financial services and personnel accounts for active service members.
Administration Department. Starfleet department responsible for maintaining personnel records and processing general service issues. Maintains offices on every Starfleet base and station. The first and final point of contact for every Starfleet service member.
Affidavit of Collection of Personal Property. One of several legal forms Máthénwy Eidelwel had to fill out to take ownership of the SS Fawkes.
After Action Report. Official report assembled by the Executive's Office aboard all Federation military vessels following a concluded mission, an attack, or any other disruptive incident. An AAR was given to Eidelwel by Starfleet when she came to collect SS Fawkes, detailing the interdiction action that led to Mayterial Droz's arrest and incarceration.
Aldebaran Command. Also called SFALDCOM. Fifth Fleet Headquarters for Starfleet, located in orbit of Aldebaran III along the Alpha-Beta Quadrant axis. The Bambattes passed through SFALDCOM on their way to Lya Station Alpha.
Ardana. Federation member world in the Mu Leonis A system, located beyond the Delta Outposts in Klingon Empire space. Ardana has a segregated society. The upper class dwells in repulsor-technology cities above the lower atmosphere, while the lower classes inhabit subterranean communities in order to avoid toxic zenite dust exposure. The planet has limited traffic with the rest of the Federation, owing to its remoteness and to the fading necessity of its natural resources. Home to Mersiel Bambatte and Soodyani Abattan and their families.
Ardeshir, USS. Explorer assigned to the Eighth Fleet. A flag vessel. Jeremy Haskins briefly served here before resigning from Starfleet.
Ayries. Upper-caste Ardanans who dwell in anti-gravity-supported cloud cities (like Solas and Octeajn), above the toxic lower atmosphere. Ayries are descended from humans who came to Ardana in the late 21st century and opened the zenite mines; they generally avoid mixing their bloodlines with the Troglytes.
B
Baneppe. Bajoran chef. Occasionally hired by Atte Afsanjoori. Specializes in seafood. Was unavailable the night that Afsanjoori hosted a dinner party at the Calliper Club; his place was taken by Dria Freeman on very short notice.
Beys. Nausicaan male. Bodyguard of Ruhl. Killed by Flaxen during his job interview.
Bill of Lading. Document issued by a cargo carrier which details specific shipment of merchandise and gives title of that shipment to a specific party. An important document used in interplanetary trade to guarantee payment and receipt of merchandise. Anyone who wishes to do legal business carrying freight must be in a position to provide authentic bills of lading.
Boudreaux, Dempsey Jr. Human male. Struggling restaurateur on Regulon III. Boudreaux went AWOL as a Starfleet technician and worked as an accountant for an Orion Syndicate-backed mining subsidiary before washing up in Rose Weir as a chef. Ally of Zavor; helped him in Amaurot.
C
Calliper Club, The. A defunct DS9 dining club used in a bust-out scheme in 2375-77 by the Vernier Brothers of Aquarii 53. Now owned by the Central Bank of Lissepia. Used as a safe meeting place by agents of venture capitalist Hister Goteborg and their business associates. Rona Serkis was killed here. Dria Freeman was hired here to work as a spy for the DS9 smugglers.
Careers & Legal Services Department. Branch of Starfleet responsible for advising members on military service career opportunities and providing military legal assistance. Works closely with both Administration Department and JAG personnel. Owen Sileis worked for this department at DS9.
Central Bank of Lissepia, the. A powerful private monetary authority. Holding company for Lissepia VRS Properties. Hostile to the Ferengi Commerce Authority. Operates branch offices on Deep Space 9 (managed by Rona Serkis) and Regulon III. Associated with Hister Goteborg.
Cheyn, Lera. Security officer aboard SS Fawkes at the time of the Droz arms smuggling bust. Was carrying a knife in her boot at the time of her arrest. Sentenced to five years imprisonment at FCPF/117 for her participation in the Droz Affair, though she is due to be paroled within six months of Eidelwel's arrival at DS9. Billeted in quarters now used by Ysil Keren.
Command Property Control Unit. Department aboard Starfleet installations responsible for holding impounded property and keeping it secure. Máthénwy Eidelwel was required to get permission from CPCU before she could take SS Fawkes out of port at Deep Space Nine.
Commercial Ship Registration Transfer. One of several legal forms Máthénwy Eidelwel had to fill out to take ownership of the SS Fawkes.
Corfu, Orffe. Human fixer on Regulon III. Associated with Hiram and the Afsanjoori syndicate, she is tasked with finding Fawkes when it arrives in the system and with paying off Drusilla Creon. Works mostly out of Rose Weir, since she is anxious of the Second Wave. Hired Bendan Zavor to help determine whether the ship reached Regulon. Killed by Regulon security officers in the confrontation at the Savoy Bar.

Delta Outposts, the. A half-dozen Starfleet facilities, some little more than supply depots, posted along the Federation-Klingon border in the Beta Quadrant, just beyond the Briar Patch. Maintained by the Fourth Fleet. The Bambattes passed the Delta Outposts aboard SS Szabo on their way to Deep Space K-7 from Ardana
Deep Space K-7. A mid-sized Federation space station used by the Fourth Fleet as a sector headquarters for Starfleet operations encompassing Son'a Prime, the Briar Patch, and the Delta Outposts. The Bambattes briefly stopped here on the way to Lya Station Alpha; it was here he first heard about Máthénwy Eidelwel's engineering consultancy offer.

Electronic Export Information (EEI). Export declaration. Submitted via the Automated Export System to UFP Census Bureau for the compilation of inter-system trade and export statistics. Exporters may authorize their freight forwarder to file EEIs on their behalf. Some of Materiel Droz's EEI filings did not match up with UFP records.
Eidelwel, Lloyd. Maternal grandfather of Ryan Warner and Máthénwy Eidelwel. Father of Jennifer and Agnes Eidelwel. Lives on Utopia Colony, Mars.
Eidelwel-Warner, Jennifer. Ryan Warner's mother. Máthénwy Eidelwel's aunt. Died when Ryan was a child. Namesake of the SS Jennifer.
Eighth Fleet, The. Also known as Horizon Fleet or 'the Eighth'. Responsible for the maintenance of Federation security in a roughly rectangular expanse of the Alpha Quadrant, built upon an axis encompassing Izar, Starbase G-6, Iconia and Deep Space 4. Headquartered at Starbase 386, Horizon Fleet keeps watch on the Breen, Elyshans and Romulans. Haskins served in the Eighth aboard USS Ardeshir before separating from Starfleet.
Emergency Family and Medical Leave Act. Federation rule requiring public and private employers to offer extended leave to employees and service members in the event of personal emergency. Máthénwy Eidelwel applied for this on SB249 so she could have enough time to check out SS Fawkes.
F
Federal Correctional Penal Facility 117 (FCPF/117). Large Bajor Sector penal colony constructed on a Cardassian Union military station captured by the Federation during the Dominion War. Used to hold non-violent offenders from different systems of the Alpha Quadrant. Difficult to escape from. Selah Zanaz, Lucas McGee, Materiel Droz and Ghorbanifar were all past or present guests of this facility.
Federation Credit (FC). Basic monetary unit used by the Federation. Exists in electronic form only; must be converted to latinum for trade with non-Federation peoples. Approximate matching value to modern US dollar. The average annual salary for a three-year Starfleet ensign in 2388 was FC35000.
Federation Credit Union (FCU). Central bank responsible for balancing the personal and public accounts of most UFP member systems. Maintains lending rates, provides loans and other financial services. Bank branches may be found on most Federation-associated stations, including starbases.
Federation Zulu Time (FZT). The standard time dictated aboard Federation vessels and space facilities. Follows a 24-hour clock dictated by San Francisco time, where Starfleet is headquartered. Chronometers on Federation planets measure both the local/regional time zone, the planet's own Zulu time (accounting for the number of hours per day) and that of FZT. For example, it may be 2600 hours in Bajor's Saul City whilst it could be 1345 FZT.
Flaxen. Male Bolian mercenary. Born on a Klingon penal colony, he was too tough to make it in the Marines. Following a stint in prison hired by the Ferengi liquidator Ruhl to serve as a bodyguard. He killed Gnoll and Finraug, and had close shaves with Hiram and Hester Kim. Accompanied the crew to Regulon III and helped several of them escape arrest after the murder of the Commerce Authority delegation, but elected to set out with Jeremy Haskins to find another way off the planet.
Flight Deck Control. Flight Operations departmental section aboard Federation and Starfleet space facilities responsible for the interstitial transport of all goods and personnel to and from visiting ships. Also responsible for managing incoming and outgoing flights and assigning moorage rights to visiting ships.
Forrestal. Small-time smuggler working out of Deep Space Nine. Partnered with Gumgka. Recommended Lucas McGee to Ghorbanifar and his associates for illegal employment. Owner of the bar in Rose Weir where Bendan Zavor worked before being hired by Orffe Corfu to find Kronig.
Full Screw. Colloquial and sometimes derogatory term for the Starfleet rank of lieutenant. Mostly used by enlisted ranks to refer to such officers. It is believed that the term is coined from an expression claiming that you would need to have 'two screws loose' in order to earn promotion to that rank. Historically linked to the ancient Earth British army slang term for the rank of corporal.
G
Gavak. Tellarite air marshal who headed security on Olmenckislat's Purity, the Lissepian transport Zorian th'Vare used to travel from Kobliad to Deep Space Nine. Once a lieutenant in Starfleet. Alerted DS9 security to the Sask Rellon-'Mason' mystery and the possibility of a bomb threat aboard the station.
Gnoll. Antican enforcer working for Atte Afsanjoori, along with his pack-brothers Finraug and Uzz'rr. Helped Murane hire Lucas McGee to infiltrate SS Fawkes. Convinced that either Ysil Keren or Zanaz are federal informants. Part of the hit team that murdered Dria Freeman and attempted to murder Flaxen outside the diplomatic complex. Killed in the struggle, along with Finraug.
Gornan, Richard. Passenger aboard SS Fawkes at the time of the Droz arms smuggling bust. Secreted a Type-II phaser in his quarters, but it wasn't charged at the time of his arrest by Starfleet Marines. Mentioned in the After Action Report but not in the Droz court proceedings.
Gregory Corso, USS. A Luna-class fast frigate assigned to the Seventh Fleet. Eidelwel and Warner used this ship to travel to DS9 from SB249. It was destined for the Cardassian line to monitor against a military alliance with the Kzinti Patriarchy.
GSJS. Acronym for Graduate, Starfleet Judicial School. SJS is the military law school system that all naval officers are required to attend before being assigned to Starfleet Legal Services. Owen Sileis was one of these.
Gumgka. Small-time smuggler working out of Deep Space Nine. Partnered with Forrestal. Recently employed Lucas McGee and recommended him to Ghorbanifar and his associates for employment.
H
Haskins, Jeremy. Former Starfleet tactical officer who briefly considered joining Eidelwel and Warner on their journey to Deep Space 9. At the last minute he decided to return to Earth and manage his deceased parents' affairs, but then changed his mind again and joined the others a couple of days after they took possession of the ship. Traveled with the group to Regulon III, where he took his leave from Fawkes once and for all.
Hendricks, Bernard. Human male, mid-50s. Senior Supply Specialist for Western Deep Shaft Site 4 on Koralis III. An engineer with expertise in industrial replication and interstitial transport. Loaned to SS Fawkes by Prograde Services to assist in transporting refined pergium to the freighter's cargo holds. Traveled with them to Regulon III, where he was killed by local security forces.
Heywood, Peter. Registered owner of the SS Fawkes from 2376-2387. The first claimant to Fawkes following her disappearance in 2372. Allegedly a repatriated citizen of Farius Prime. No longer a Federation citizen. Filed cargo agent certification and SSA documents through Denobulan legal agents, with mortgage financing assistance from a Coridan-based corporation. Allegedly a passenger on a mining supply services ship that disappeared in the Alpha Quadrant in 2370; was in his mid-70s at the time. Has licensed several freighters since 2375. Starfleet Security attempted to investigate Heywood with very limited success. It is theorized that his identity is used as a front for the criminal organization that seized SS Fawkes from the Kaidan family in 2372.
Helaspont, the. A nebula used as a neutral zone by the Tzenkethi Alliance and the Federation. Historically used as cover by Tzenkethi raiding parties, as it is just beyond the jurisdiction of Seventh Fleet patrols out of Starbase 621.
I
Imhoff tank. Component of a four-stage septic drainage assembly. Murane told Lucas McGee that a piece of sticker tape adhered to the bottom of one of these in SS Fawkes compartment W410 would lead him to the network data needed to locate the hidden arms cache.
Indirect Space Carrier certification. System of safety documentation and governmental approval used by Starfleet Security to record and track independent freight carriers like SS Fawkes. Eidelwel needed to receive certification before SS would allow her to go into the freight business. She would also need cargo agent certification from the Interplanetary Space Transport Administration. Essentially a license to move legal cargo.
Inner Systems. The area of Alpha Quadrant space encompassing major Federation member systems including Sol, Vulcan, Tellar and Benzar.
J
Jennifer, SS. Kowazki-class freighter, owned and operated by the Warner family. Constructed at the L Ford Workshops in Massachusetts. No frills, and about half the length of a Groumal-class. Operates mostly in the Sol Sector. Ryan Warner grew up aboard this vessel.
K
Kaidan, David Vincent. Máthénwy Eidelwel's father. Disappeared early in the Dominion War; declared legally dead by the 707th Federal Circuit Court after an inquiry filed by the Ferengi Commerce Authority. Worked aboard SS Fawkes when it was still registered as SS De Groene Draeck. Was granted title to the ship by his uncle David Gregory Kaidan and Frederick van der Heuvel a few months before all three disappeared.
Kavapba. Lissepian female. Central Bank of Lissepia employee, replaced Rona Serkis as DS9 branch manager after Serkis was murdered at the Calliper Club party thrown by Afsanjoori. Connected with Hiram and Hister Goteborg.
Keren, Ysil. A 29-year-old Joined Trill, very experienced in computer networking, data security, identity theft and financial fraud. Banished from her society, she faced a long jail sentence in connection with a Kobliad smuggling ring. Infiltrated the Atte Afsanjoori smuggling ring. Forced to hide aboard SS Fawkes along with McGee and Zanaz. She was the last of the stowaways to be murdered by Drusilla Creon.
Kim, Hester. Changeling. Disguised itself as a human geologist at Prograde Services when the crew visited Koralis. Murdered Selah Zanaz and attempted to murder Flaxen after he mistook it for Dria Freeman. Was injured by Ryan Warner, and disguised itself as Ruhl's steward Agoh to slip aboard SS Fawkes on its visit to Regulon III. Once on Regulon Hester murdered Ruhl, Kronig and the rest of the Ferengi Commerce Authority trade delegation.
Kobliad. An inhabited system in the Bajor sector. Its natives require deuridium to survive, and sometimes operate smuggling rings to keep a steady and affordable supply. Ysil Keren was involved with a deuridium smuggling ring before being impressed into Starfleet Security's SS Fawkes arms smuggling scheme. Zorian th'Vare and Sask Rellon went from Kobliad to Deep Space Nine aboard Olmenckislat's Purity.
Koralis III. More information about this planet is available at the Obsidian Fleet Wiki Database. SS Fawkes traveled here from DS9 so that Ruhl could negotiate a trade deal with Prograde Services, an independent mining concern. The visitors were soon attacked and forced to flee, though not without losing Selah Zanaz. A changeling from Koralis slipped aboard Fawkes disguised as a Ferengi and murdered the FCA delegation on Regulon III.
Korma. A system in Cardassian Union space. Located near the Federation border. According to the Starfleet Security investigation, SS Fawkes may have been headed here at the time it was seized for smuggling.
Ferengi male. Procurement officer for the Ferengi Commerce Authority. Used by Liquidator Ruhl to oversee repairs and renovations to SS Fawkes and enlist civilian employees for these tasks. Also providing covert assistance to Laurent Kaiser's operation to offload arms from Fawkes. Hired Flaxen as a close protection officer but lost him to Ruhl. Sent ahead to Regulon to prepare for Ruhl's arrival; murdered there by the changeling Hester Kim.
L
Leysor. Nausicaan male. Bodyguard of Ruhl. Injured by Flaxen during his job interview.
Limited Duty Officer. A senior petty officer who has achieved enough expertise in a specific field to deserve an officer commission may be assigned by their CO to the Starfleet LDO program. Graduates receive the rank of lieutenant within their department. An LDO who resigns their commission recovers their enlisted rate. When Miles O'Brien served with the USS Enterprise, he was briefly a lieutenant in the LDO program.
Lissepia VRS Properties. A corporation owned by the Central Bank of Lissepia. Used to manage and mortgage seized (non-real estate) properties. Owners of Olmenckislat's Purity, the Lissepian transport used by Zorian th'Vare and Sask Rellon to travel from Kobliad to Deep Space 9. Currently in fierce competition with the Ferengi Commerce Authority over rechartering issues in the Bajor Sector. Commander Caton called this company 'a load of robber barons.'
Living Unit Six. The civilian quarters annex where Ryan Warner found accommodations for himself and Eidelwel during their stay on Deep Space Nine. A dump.
Loady. Slang term used in the freight industry in reference to a chartered cargo systems operator. Most workers in the industry begin their career in this role before moving on to a task requiring more specific skills. Loadies work on cargo bay control systems and monitor the input, output, storage and shipping of specific goods from a vessel or facility.
M
Maintenance Management. Department aboard Starfleet space stations responsible for the repair and outfitting of Starfleet vessels or those civilian vessels under Starfleet control. Máthénwy Eidelwel was required to get permission from them to take SS Fawkes out of moorage at Deep Space 9.
Marcus Aurelius, USS. Vikrant-class carrier assigned to Ninth Fleet. Máthénwy Eidelwel served with this ship before taking ownership of the Fawkes. Bambatte's last unit before retiring from Starfleet. At the time Eidelwel left, it was headed to the Kzinti front, but judging by how briefly the Kzinti conflict lasted, it probably didn't make it to the front in time to take part.
McGee, Lucas. Young ex-Starfleet tactical officer hired by Murane to infiltrate Fawkes. Unjustly convicted of participating in a black market arms deal, he spent an entire year in the same prison as Selah Zanaz before being vindicated. While McGee found temporary sanctuary aboard the freighter, he was soon murdered by Drusilla Creon.
Mons Graupius, USS. Ship attached to the Seventh Fleet. Led the interdiction action against SS Fawkes in 2387 that resulted in the capture of Materiel Droz, her crew, and a large illegal weapons seizure. Filed the After Action Report that Eidelwel received from Seventh Command Legal Services en route to DS9. Responsible for disabling Fawkes's shields and three battery emplacements.
Mosring, Tailus. Changeling. Disguised itself as a male Betazoid geologist in order to create and manage Prograde Services on Koralis. Mosring's was using the profits from the mines to build up a treasury large enough to fund a quadrant-wide search for others of its kind, including Founders in hiding. The Fawkes crew's discovery of its true nature forced it to take lethal measures to avoid public exposure, including murdering the entire staff of its hiring office on Regulon III.
Murane. Evora fixer working aboard Deep Space 9. Socially linked with Ghorbanifar and Hiram. Represented the Afsanjoori organization in dealings with Lucas McGee and Selah Zanaz. Partnered with Gnoll until his death. An employee of Atte Afsanjoori who normally reports to Laurent Kaiser. Suspects Ysil of being a security informant.

Ninth Fleet, the. Also known as Obsidian Fleet, SFOBSCOM and "the Ninth." Maintains Federation security along the far edge of the Romulan Neutral Zone. Founded around the ill-fated planet of Obsidian, where a colony has been established. Responsible for a wide patrol zone running from Deep Space 5 down to Starbase 24 on the edge of Klingon space. Gives aid the Romulan Empire following the destruction of the Hobus star. Ryan Warner once served as a lieutenant aboard USS Daedalus in the Ninth Fleet.
NVOCC and FISATA. Powerful non-governmental organizations (NGOs) representing nearly half a million freight forwarding and logistics companies across UFP space. Represent the freight forwarding industry before numerous governmental bodies, both in lobbying and technical consultation duties. Established uniform standard documents and rules of operation for freight forwarders across UFP space.
O
Olmenckislat's Purity. No-frills Lissepian transport ship. Ferried Zorian th'Vare and Sask Rellon to Deep Space Nine. This ship had a Tellarite air marshal named Gavak and a steward named Memling.
OOICA or Owner-Operator Independent Carrier Association. Influential membership trade organization for independent freight captains operating in UFP space. Provides advice, business contacts and emergency assistance to members. Publishes a quarterly journal. Essentially a lobbying arm for freight carriers in the UFP.

Personnel Support Detachment (PSD). Bureau of the Administration Department on Starfleet facilities. Responsible for the general welfare and quarters assignments of non-commissioned service members.
PTS thrust injector. Pyron Trytite Systems Thrust Injector. A military-designed compact engineering module that allows for a highly concentrated thermal output from ship thrusters. The module allows for more reactive rotational control in ship maneuvers and was specifically designed to give the user the upper hand in starship combat. The Fawkes has been found to have such a system installed.

Racemic lysine-histidine supplement. Vitamin supplement required by Ardanans when eating off-world. Bambatte taught Soodyani about these while they were waiting for transport on DSK-7.
Regulon III. Bajor Sector system, Not a member of the UFP, but maintains some trade relationships. A violent post-Maquis revolutionary movement called the Second Wave has been waging a bombing campaign against civil defense targets here. Sask Rellon spent a week on Regulon four months before traveling to Deep Space Nine. Ruhl demanded that Eidelwel take him to Regulon to negotiate an investment treaty with the authoritarian regime.
Rellon, Sask. Trill traveling from Kobliad to Deep Space 9. Identified by Hiram as a criminal, arrived at DS9 with legitimate papers indicating he was an engineer. Smuggled a remote explosive which later disappeared. Briefly held by Starfleet Security. May be tied to the Second Wave. Spent a week on Regulon months before traveling to Deep Space 9. Handed over to Kobliad Security by DS9 station security. Warned Drusilla Creon about the bomb.
Renezki, Paige. Recently retired Starfleet engineer. Friend of Mersiel Bambatte.
Reshk, Gamin. Cardassian parts merchant and inventor who works from a storage unit on DS9. Gamin has been affiliated with the Cardassian military, at least before the Dominion War, but his past remains sketchy. His goods and services come at a high price but are considered to be some of the best on this side of the quadrant. Ryan Warner once entered a deal with him to secure shuttle transport inhibitors but it ultimately fell through. Found Vedin Berek for Ysil Keren.
Robor Tekam. Deep Space 9 Security investigator. Bajoran male. Confronted Zorian th'Vare about the Mason-Sask Rellon affair soon after he boarded the station. Involved in getting Rellon aboard a Kobliad Security transport.
Ruhl. Liquidator for the Ferengi Commerce Authority, in charge of recovering monies from SS Fawkes. Part of a scheme to push the Central Bank of Lissepia out of the system. Unsuccessfully demanded that Eidelwel be responsible for covering the costs of renovating Fawkes. Offered to refinance David Kaidan's mortgage plan to help Eidelwel start her own freight business in exchange for transport to Regulon III. Traveled with Agoh, a steward, who was murdered and replaced by a disguised changeling from Koralis. Ruhl and his entire delegation were murdered on Regulon by this same creature.

SD Form 444. A Starfleet service record provided with discharge papers and separation documents.
Second Wave, the. A violent revolutionary political organization based on Regulon III. Their name alludes to their former ties to the Maquis and their continued commitment to basic Maquis ideals. Work for the overthrow of the speculator class in the system, including military and economic targets. Favor remote detonations. Commander Caton suggested to Zorian th'Vare that Sask Rellon may have delivered a wea\pon to the Second Wave several months before traveling to Deep Space 9.
Serkis, Rona. Branch manager for the Central Bank of Lissepia on DS9. Launders money from Hister Goteborg's investments in illegal arms sales. Ysil became involved with the Afsanjoori organization through her friendship with Serkis, and sometimes poses as a CBL employee as cover. Poisoned as an industrial spy by Hiram and Ghorbanifar.
Seventh Fleet, the. Also known as Golden Fleet and "the Seventh." Maintain Federation security in the region of the Alpha Quadrant bordering Cardassian space, the Badlands, and the Bajor Wormhole. Their area of responsibility encompasses a slim rectangular patrol zone from the Azati system to the Hellaspont Nebula and extends through Cardassian space out to Betazed. Deep Space 9 functions as Seventh Fleet Headquarters.
SFBAJCOM. Seventh Fleet Command headquarters for the Bajor Sector, based aboard Deep Space Nine.
Ship's Office. The Administration office on Starfleet vessels and stations that handles enlisted Personnel Support Detachment affairs. Enlisted members report to the Ship's Office to receive, among other things, temporary stateroom and quarters assignments. Commissioned officers' affairs are handled by the Captain's Office.
Signal Inhibitor. Device designed to prevent sensor readings from unfamiliar vessels. Inhibitors are expensive and difficult to source, but are desired by even legitimate cargo vessel skippers. The cheapest of these devices would typically block incoming scans whilst more expensive models would be capable of actually providing a false reading.
Simple Probate Intestate Estate Packet. One of several legal forms Máthénwy Eidelwel had to fill out to take ownership of the SS Fawkes.
Starbase 249. Stardock II-class Federation outpost with a Starfleet facility. Located on the Federation-Tzenkethi border near the Lamemda system, about twenty-five light years from Deep Space Nine. Relatively high traffic, but limited permanent population. Ryan Warner and Jeremy Haskins were both here when Máthénwy Eidelwel recruited them to join the Fawkes. Warner stayed here for some time following his resignation from Starfleet.
Starbase 315. Federation mixed-use facility near the Federation-Cardassian border. Lt. Cmdr. th'Zarath suggested to Zorian th'Vare that he head there instead of staying at Deep Space Nine, since it was safer and 'only a few days down the DMZ'.
Starbase 494. Starfleet facility constructed around a mixed-use shipyard. Located in orbit of Bardeezi VI, just within Federation space along the border with the Cardassian Union. USS Mons Graupius interdicted SS Fawkes just outside the station and seized the ship and cargo. 494 falls under the jurisdiction of Seventh Fleet Command and the 707th Federal District Court in the Bajor Sector, which is why the ship was moved to DS9 for Starfleet Security investigation.
Starfleet Discharge Review Board (SFDRB). Responsible for assigning Military Separation Codes (MSCs) to departing Starfleet service members. Jeremy Haskins was assigned MSC 545, 'Voluntary discharge, failure of selection for permanent promotion, commissioned officer.' Lucas McGee and Harper Drake were assigned MSC 500, 'Resignation, personal hardship.'
Starfleet Security. Also called SS. Primary law enforcement body for the Federation. Responsible for the investigation of serious interstate crimes committed within Federation member territories. They have earned a reputation for determination and, in some circles, corruption and vicious, underhanded behavior. Elements of Section 31 posing as SS investigators convinced Ysil Keren to infiltrate the Afsanjoori-Ghorbanifar-Droz arms recovery operation.
Station FDS-1060. Small, decrepit Federation waystation in orbit of Ardana's third moon. Mersiel Bambatte and Soodyani Abattan passed through it briefly, on their way to Lya Station Alpha.
Szabo, SS. Apollo-class Federation transport working the Beta Quadrant. Brought the Bambattes from Station FDS-1060 in the Mu Leonis A system to Deep Space K-7 on their way to Lya Station Alpha.

Tamm, Khaf. Human transporter technician. A native of the Cardassian DMZ, Tamm was used to a varied lifestyle. Along with Gali and Hendricks he came aboard Fawkes at Koralis III and traveled with the crew to Regulon III, but elected to leave the group after he and a few others discovered that the local Prograde Services staff had been murdered.
TDY. Military code for a Temporary Duty Assignment. McGee pretended to be on TDY attached to Seventh Command Administration in order to justify his interest in boarding SS Fawkes.
T'Janikel, SS. Aging T'pau-class prison transport attached to FCPF/117. Ferried Selah Zanaz and Ghorbanifar to Deep Space 9.
Tho, Hiyas. Bajoran tailor on Deep Space Nine who altered Starfleet uniform for Selah Zanaz. May or may not be romantically engaged with Lucas McGee. Arrested for hiding stolen Starfleet property; unknown whether she cooperated with base security.
Trivas. A system in Cardassian Union space, located near the Federation border. According to the Starfleet Security investigation, SS Fawkes may have been headed here at the time it was seized for smuggling.
Trytan, L. D. An early 24th Century sculptor and religious philosopher. Died in 2358. Famous for his obelisks and a quote: "Get closer to God and not rejecting the Truth." One of his obelisks was in the Starbase 249 Promenade. Ryan Warner used to go there to be alone.

UFP Systems Services Agency. Large federal agency responsible for the management of intersystem trade treaties and freight law, civilian vessel registration and records, and contract and private carrier documentation and regulations. Works closely with Starfleet Security and the Interplanetary Space Transport Administration.
Utopia Colony. Ages-old Federation colony located on Mars. Máthénwy Eidelwel grew up here, near her grandfather Lloyd's family, from the time she was in secondary school. She was living here when she met Ryan Warner, her cousin on her mother's side.

Vanh'outten. Ferengi male. Worked for Ruhl's trade delegation. Killed in the Second Wave attack on the train taking him and Bendan Zavor to Rose Weir.
Vessel Condition Report. An engineering summary, required by law during any transfer of vessel ownership. Máthénwy Eidelwel was provided with one of these by Seventh Fleet Command Legal Services when she took over SS Fawkes.

Zanaz, Selah. Betazoid scam artist and street hustler trying to put her life back together after a two-year stint in a Federation penitentiary. Along with McGee and Keren, sought refuge aboard SS Fawkes, but was convinced that staying aboard was too dangerous after McGee's murder. Agreed to leave at Koralis III, but was murdered there by the Prograde geologist Hester Kim when she detected the changeling identities of the company management.
Zenite. Mineral ore common to Ardana. Useful for treating plant diseases and fungal infections, it is mostly synthesized in the late century. Mined by the lower caste. Short-term exposure results in adverse neurological effects; long-term effects alleged to include brain damage, respiratory disease, cancer.
